
The Chief Executive Officer of A&N Islands visited the Election Duty Certificate Centre in South Andaman, where they engaged with the staff and provided an explanation of the EDC procedure

The Chief Electoral Officer, Mr. B S Jaglan, IAS, visited the Election Duty Certificate (EDC) Centre situated at the Office premises of the District Election Officer in South Andaman today. During the visit, he engaged with the staff, providing an overview of the EDC form procedures. He was briefed on Rule 17 of the Conduct of Elections Rules, 1961, which defines a “Voter on Election Duty” as any polling agent, polling officer, presiding officer, or public servant who, as an elector in the constituency, is unable to vote at their designated polling station due to election duty commitments.


In accordance with these regulations, all public servants assigned to election duty are eligible to vote via postal ballot. This includes polling officials, police personnel covered under the notification issued by the UT Administration under Section 28A of the RP Act 1951, election observers, and their accompanying staff. Additionally, the Commission has extended the postal ballot facility to private individuals and non-government personnel involved in election-related tasks. This includes drivers, conductors, vehicle cleaners, videographers, members of expenditure monitoring teams, control room staff, helpline operators, and those responsible for dispatching and receiving polling materials and EVM maintenance. These individuals, due to their official duties on election day, are unable to cast their votes at polling stations
